Executive Summary: This project involves the lining of storm sewers throughout the City and application to the Northeast Ohio Regional Sewer District (NEORSD) for funding reimbursement via the NEORSD Community Cost Share Program.

Purpose & Explanation
Staff has identified that the primary source of storm sewer related work orders continues to be due to sink holes caused by failing joints within storm pipes. Public Works staff repairs a number of individual failing pipe joints each year and has utilized a storm sewer lining program since 2006 to repair several sewers with separated joints throughout the City.
Compared to the traditional method of excavating and spot repairing individual storm sewer joints, storm sewer lining is much less intrusive than traditional excavation, causes fewer disruptions to the public and extends the life of the entire length of the storm sewers by approximately 50 years.
The City’s 2018 budget has allocated $75,000 for storm sewer lining. Staff is requesting a supplemental appropriation of $75,000, to be reimbursed by the NEORSD Community Cost Share Program, to line two additional, large diameter storm sewers in 2018.
City staff maintains a dynamic list of the worst storm sewers for which lining is recommended. The list changes as more of the storm sewer system is televised and other problem areas are identified. Staff will continue to develop and maintain the capital budget plan to allocate the necessary City funds to eliminate sink holes as the top source of work orders regarding storm sewer maintenance.
Timing Considerations
Following the approval of this Resolution by City Council, the City will apply and secure approval from NEORSD for use of the Community Cost Share funds. After NEORSD approves the funding, the City will then advertise in the local newspaper and receive bids for the project. Staff will only return to Council if the bids received are in excess of 10% of the Engineer’s Estimate; otherwise the City Manager is authorized to enter into a contract with the lowest and best bidder.

Staff recommends that Council approves this authorization for the City Manager to apply to NEORSD for the Community Cost Share program for reimbursement and then advertise, receive bids and award to the lowest and best bidder for the 2018 Storm Sewer Lining Project.
