Executive Summary:  This Resolution would authorize a $40,000 increase to the original design contract for the architectural consulting services relating to the construction of the new School Bus Garage and Salt Storage Facility Project.

Legislative History

Res. No. 16-134 - Permission to enter into an agreement with Environmental Design Group (EDG Group) for the final design and associated professional architectural services for the construction of the City’s new salt dome and bus garage on City-owned property located at 5810 Hudson Drive (former Koberna site). 

Purpose & Explanation

The additional work to the Environmental Design Group Contract is $40,000 over the original contract amount of $424,953 for the required architectural inspection and observation services needed over the original contract.

 

The change to the contract includes the additional architectural inspection and observation services for the project by the design engineer and architect. The City team has reviewed the construction contracts, has met with the project building contractor, and has met with several public officials with building inspection construction experience on this type of work.  The City team has determined this course would be in the best interest of the City of Hudson and Hudson School District for this project.  The City administration was able to reallocate existing City Engineering inspection staff to perform the site inspection and construction administration services for the Bus Garage and Salt Storage Project and not rely on a private construction management firm for this project. 

 

Anthony Calabro (Hudson Construction Inspector) will perform the construction administrative and site inspections for this project and will act as the Owner’s Representative.  EDG and the Architect will perform the architectural inspections / observation services for this project. 

Timing Considerations

Following review and approval of this resolution by City Council, staff will increase the contract for EDG Group and reassign the City staff as mentioned above.

Recommendation

Suggested Action

Staff recommends Council authorize the increase in the contract in order to maintain the public health and welfare for the construction of this project, and we are requesting an emergency clause be added to this resolution.
