Title
A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN ADDENDUM TO A PROFESSIONAL SERVICES CONTRACT WITH ENVIRONMENTAL DESIGN GROUP FOR ADDITIONAL CONSULTING WORK REQUIRED TO COMPLETE ENVIRONMENTAL STUDIES RELATING TO THE CITY-OWNED PROPERTY AT 100 OWEN BROWN STREET; AND DECLARING AN EMERGENCY.
Executive Summary: This Resolution would authorize an increase of $19,974.71 to the original $169,817.61 contract with EDG Group.
Body
Legislative History
Res. No. 15-195 - Permission to enter into a contract with Environmental Design Group for location and site-specific testing to determine mitigation and demolition costs for the project to relocate the Hudson Public Power facility, the School District bus garage and the City's salt storage structure; passed December 15, 2015.
Purpose & Explanation
EDG Group has submitted the cost for additional work required at #100 Owen Brown Street, and the City staff has agreed to the cost of $38,675.00 for this work. The current demolition design work for the Hudson Public Power facility, Salt Barn and Bus Garage has a remaining balance of $18,700.29 that will be used to offset this cost, therefore only $19,974.71 over the original contract amount of $169,817.61 is being requested with this amendment. The charges are for extra work that is required to complete the Downtown Phase II Plan demolition design at #100 Owen Brown Street (Windstream Maintenance Building).

Timing Considerations
Staff asks Council to act on the Resolution as soon as it is able.
Fiscal Impact
Currently Budgeted
X Supplemental Appropriation Required (fund 441 - $19,974.71)
Appropriation Not Required.

Recommendation
Suggested Action
Staff recommends Council authorize the increase in the contract, and in order to preserve the health and welfare of the public, we are requesting an emergency clause be added to this in order to stay on schedule with the proposed Phase 2 Development.
