Purpose & Explanation
At the April 17, 2018, Council meeting, staff had asked for the amendment of Section 280.01 of the Codified Ordinance. The requested change would allow the HCTV Advisory Committee to make periodic necessary changes to the rules for the station's public access process and programming. These changes are more often than not minor in nature and involve more housekeeping tasks that are typically driven by changes in regulation and technology. In addition, such rule amendments are often needed to enable the station staff to provide for and meet public access and programming requirements. The operations and staffing of the station, along with budgets, capital and major purchases are handled through the legislative process with City Council and management, which will remain as such. Below are some examples of these changes. In addition, a redlined version of the 2002 and proposed 2018 public access rules is attached for clarification.
Proposed Changes to Rules for Public Access Programming:
1. Update current production format from analog to digital
2. Update of staff names, address, phone numbers, station name and logo
3. Deleting unused portions of the policy (see 3i, 4d, 6a, 6b)
4. Production equipment, studio access and user rules
5. Hours of operation and submittal schedules
