Executive Summary: Due to the need to remediate unforeseen site conditions, City staff is requesting a change to the contract with Catts Construction, Inc. for the Valley View Road Culvert Replacement Project.

Purpose & Explanation
The Valley View Culvert Replacement Project involves the removal and replacement of an existing 3'x5' stone/concrete box culvert that was failing due to its age (over 50 years old). Joints in the existing culvert were deteriorating, allowing for erosion and causing small voids under the road to result in settlement of the road surface. Staff determined that the best, long term repair to the issue was to remove the existing culvert and replace with a new concrete culvert which will provide a long service life (over 50 years).
Council approved a funding limit of $90,000. In order to account for potential change orders (due to unforeseen site conditions), staff is requesting an additional $9,000 - for the project bringing the revised construction contract to $99,000 ($90,000 + $9,000 = $99,000).
Timing Considerations
Upon authorization to proceed by the City Council, the administration will issue applicable Change Orders to the contract with Catts Construction Inc.
