Relates to 18-66 - Resolution to Submit to the Electors of the City the Question of the Issuance of Improvement Bonds in the Aggregate Principal Amount of $21,000,000 for the Construction of a Community-Wide Fiber Network and a Property Tax Levy to the Support the Bonds.
Purpose & Explanation
Council has requested a review of the staff process and considerations leading to the recommendation currently before Council.
Documents attached include the detailed proforma and analysis completed by Uptown.* (The presentation given to Council on April 10, 2018 was an executive summary of this detailed analysis.) Also attached is an explanation of the selection of the financing model being recommended, as well as a “reasonable test” of the Uptown numbers with actual cost models.
*Note: Uptown competed through an RFP to serve Hudson as their subject matter expert in Fall, 2016. The other firms not selected included, Blue Ridge Advisory Services, Design Nine, and Magellan.
