Executive Summary: The City Staff conducted a traffic study for College Street from Hudson St. to Chapel St. along with the adjacent roadway network to determine the impacts this temporary road closure has on the existing roadway network in this area of Hudson. Purpose & Explanation
The City of Hudson conducted a traffic impact study during the temporary closure of the section of College Street from Hudson St. to Chapel St. in 2017. The temporary closure was for construction purposes at WRA Seymour Hall (115 College St.) vehicles and equipment storage. The study was performed to determine the potential impacts this closure has on the adjacent roadway networks in this area of Hudson, if it were to be permanently closed or vacated in the future by the City.
The traffic study is attached from our consultant with their findings.
Based on the study, the City Staff recommends that College St. be reopened in September 2018 following the construction work at Seymour Hall at WRA. There were no issues with traffic crashes, or any out of the ordinary safety concerns within the study on this section of College St. Furthermore, this section of roadway is vital to the Hudson Fire Dept. and EMS located on Oviatt St. to the areas north of the Ohio Turnpike, particularly with future increases in traffic on N. Main St. proposed with future developments in this area.

Staff recommends the City reopen College Street in September 2018 following the construction operations at WRA (Seymour Hall), or when Seymour Hall is approved for occupancy by the Summit County Building Department, or whichever is sooner.
