Executive Summary: This contract is for the professional services to program, setup, test and commission the Supervisory Control and Data Acquisition (SCADA) system to incorporate the new switch gear, transformer and other various pieces of equipment. This work is required for the completion of the scheduled upgrades as part the Prospect Street Substation Improvement Project.

Purpose & Explanation
This service entails the following tasks: Remote Terminal Unit / Intelligent Electronic Device (RTU / IED) programming, screen development, database development, field commissioning and startup and finalized documentation/ print generations. Proposals for the professional services were received from two firms qualified to perform this work. Advanced Control Systems submitted a quote of $88,000 and The GPD Group submitted a quote of $72,640. These services are budgeted in the 2018 HPP budget.
The City Administration is requesting City Council authorize the City Manager to award and enter into a contract with GPD Group, 520 South Main Street, Akron, Ohio for the required SCADA services for the Prospect Substation Improvement Project for the total amount of $72,640.
Timing Considerations
Upon authorization to proceed by the City Council, the administration will award and enter into a contract with GPD Group for the above amounts.
