Purpose & Explanation
ODOT has a process that allows local public agencies (LPA) to administer projects that will use State or Federal funding. The process requires the LPA to enter into an agreement with ODOT for this process. The agreement requires the LPA to follow the State process for the contract. The LPA process allows for more local control of the design, and construction.

The South Main Street Improvement project will be split 80%/20% max./min. (State/City) Congestive Air Mitigation Grant and 90%/10% with the ODOT Safety Grant for this project. The project scope has been reduced as previously discussed with Council. Revised project estimates will be presented to Council after they have been determined during the preliminary phase of design early in 2019. Once the preliminary design and revised cost estimate is approved by Council, the information will be presented to ODOT to establish the final amounts of federal/state funding with the two funding sources.

The project includes the design and the construction of a two-way left turn lane and the possible addition of a bicycle lane and sidewalk improvements along SR 91 from Stoney Hill to Barlow Road.
