A RESOLUTION ADOPTING IN CONCEPT THE CITY OF HUDSON FIVE-YEAR PLAN 2021-2025.

Brief Description:  This resolution adopts in concept the City’s Five-Year Plan.

Purpose & Explanation

City Council and staff have met on three occasions to review the City’s Five-Year Plan.  The purpose of this resolution is to adopt the plan “in concept”.   There is separate legislation approving appropriations for 2021.

The following updates were made to the Original Draft dated September 22, 2020.

 

                     Income Tax projected revenue for 2020 was changed from a 5% decrease to even with 2019 actual revenue.

                     A 2% cost of living increase was included in 2021 for all employees. The original draft had no cost of living increase.

                     The health care increase was reduced from 10% in the original draft to 7% in the final draft for 2021.

                     General Fund Pg. 9 - A $20,000 transfer to the Cemetery Fund was added for 2021-2023.

                     Cemetery Fund Pg. 26 - $20,000 was included in capital for 2021-2023 for repairs and improvements.

 

Timing Considerations

Staff recommends passage of the plan “in concept” by year end.
