Brief Description: This is the second of two pieces of legislation that Council is being requested to pass on behalf of the Library to allow their operating levy to be put on the May 4, 2021 ballot.

Resolution 20-101 was passed on September 15, 2020. The Resolution was the declaration of necessity for the renewal and increase of the levy.
Resolution 20-124 amended 20-101 to reflect certain changes requested by the Summit County Deputy Fiscal Officer.
Purpose & Explanation
The Library’s 2.9 mill operating levy expires at the end of tax year 2020 (collection year 2021). They are requesting Council approve legislation to allow a renewal to be placed on the May 4, 2021 ballot.
According to the Summit County Fiscal Office, the levy would generate an estimated $2,646,903 during the life of the levy. See attached Certificate of Estimated Property Tax Revenue.
Timing Considerations
The due date for certification to the Board of Elections is February 3, 2021 (90 days prior to Election Day).

Staff recommends three readings of the legislation (November 17, December 1 and December 15) with anticipated passage on December 15, 2020.
