Call to Order  
Mayor Anzevino called to order the workshop of Hudson City Council at 7:30 p.m., in  
accordance with the Sunshine Laws of the State of Ohio, O.R.C. Section 121.22, and he handed  
the workshop over to President of Council Foster, in accordance with Council Rules.

Correspondence and Council Comments  
Mr. Banweg thanked businesses for attending the Business Appreciation Breakfast earlier that day and provided  
an update on the Fire/EMS Needs Study, noting that the staffing model still needed to be reviewed.  
Dr. Goetz read a letter into the record from a resident regarding State Route 303 safety improvements .  
Mrs. Kowalski asked if the City could work with the Village of Boston Heights to board up windows at the old  
hotel on Dean Memorial Parkway in order to prevent further vandalism and crime.  
Mrs. Heater provided a Board of Zoning and Building Appeals update.  
Mr. Sutton provided a Tree Commission update, noting that the City Arborist is retiring.  
Mayor Anzevino spoke to kids at East Woods Intermediate School about government, decorated a tree at Case  
Barlow Farm, reminded residents about the cold weather clothing drive, announced the name of the new street  
sweeper as the "Hudson Hurricane", noted the Hudson Home for the Holiday Extravaganza event is this Friday,  
announced that Boy Scout Troop #333 will be selling trees, and encouraged residents to shop Small Business  
Saturday.  
Mr. Foster attended a service-learning presentation at the high school and commended students on their  
projects.

Discussion Items  
A.  
A Discussion regarding the effort to expand Fiber to the Residents.  
Brief Description: The Fiber to the Residents Ad Hoc Committee and Staff  
are prepared to discuss the feasibility and next steps to expand Velocity  
Broadband fiber services to residents in Hudson who do not have fiber service  
today.  
Mr. Ersing and Mr. Leedham provided an overview of the findings of the Fiber to the Home Subcommittee and  
presented a proposal for Council's review, with the intention of providing fiber to those areas that do not have it  
at this time.  
Discussion followed regarding the phased four-year rollout, financial model, resident satisfaction with existing  
internet service, next steps for a consultant RFP and construction.  
This matter was discussed.  
B.  
Follow-up: High-Intensity Activated Crosswalk (HAWK) Signal  
Brief Description: This is a follow-up discussion from September 12, 2024,  
Council Workshop. Council requested staff review the possible installation of  
a Pedestrian Hybrid Beacon (aka High-Intensity Activated Crosswalk signal,  
or “HAWK” Signal), on Aurora Street at E. Main Street or the mid-block  
crossing on N. Main Street. In addition, staff will review conceptual, road  
widening options along Aurora Street to improve congestion at the  
intersection of Aurora Street and N. Main Street.  
Attachments:  
Mr. Kosco provided a summary of events leading up to the discussion on Pedestrian Hybrid Beacon (a .k.a.  
HAWK) signals, with the recommendation not to install this kind of signal. Mr. Kosco described other changes  
that could be made near Aurora and E. Main St.  
Council discussion followed regarding the parking spaces on Aurora St., crosswalks versus HAWK signals, and  
if audible signals are available for RRFB's. There was consensus to return to Council after the adaptive signals  
have been installed to see if traffic is improved on Aurora St.  
This matter was discussed.  
C.  
W. Streetsboro Road (SR 303) Safety Improvements  
Brief Description: City staff will present the improvements planned for  
construction along W. Streetsboro Street (SR 303) from Boston Mills Road to  
Atterbury Boulevard.  
Attachments:  
Mr. Kosco stated that ODOT provided funds for the safety study and some improvements, with the  
recommendation to include green space and bump-outs. Councilmembers requested to stripe the road first  
before changing bump-outs and adding permanent green space. Mr. Sheridan will return to Council with a  
discussion item in January.  
This matter was discussed.  
D.  
Discussion of the City’s Memorial Tree Program  
Brief Description: With addition of the many memorial trees in the  
downtown district, staff would like to consider placing memorial trees in other  
city owned areas of the City.  
Mr. Sutton provided a background on the Memorial Tree program, stating that the Downtown green is saturated  
but other locations such as parks, public properties and public right-of-ways could be considered, with park  
benches as an alternative, and the creation of an endowment to collect donations for plantings instead of a  
specific tree planting. There was consensus to get more information from the Tree Commission and return to  
Council with a recommendation.  
This matter was discussed.  
E.  
AN ORDINANCE ADOPTING THE CITY OF HUDSON’S GENERAL  
FUND BUDGET OVERAGE COMMITMENT FOR HUDSON  
INFRASTRUCTURE.  
Brief Description: This is an Ordinance directing the Finance Department to  
prepare draft appropriations for certain uses, at least in part, in an amount  
equal to any excess General Fund carryover balance.  
Attachments:  
There was some concern that the legislation would strong-arm future Councils to use excess funds on  
infrastructure when it may be needed to be used elsewhere. Other members stated that the ordinance would  
force a discussion on how to use the funds, require a report on unfunded projects, and provide flexibility in  
spending.  
This matter was discussed.

Proposed Consent Agenda for December 3, 2024, Council Meeting  
A.  
A Motion to Approve the Proposed 2025 City Council Meeting Schedule.  
Brief Description: A proposed meeting schedule for the new year has been  
prepared for Council’s review and approval.

25, 2025.

A Motion Directing the Clerk to Send Notice to the Ohio Division of

Brief Description: The Clerk is in receipt of the attached Notice to  
Legislative Authority dated November 15, 2024, from the Ohio Division of  
Liquor Control concerning the opportunity to request a hearing regarding this  
permit. The City’s response must be postmarked no later than December 9,  
2024.

Brief Description: The Clerk is in receipt of the attached Notice to  
Legislative Authority dated November 18, 2024, from the Ohio Division of  
Liquor Control concerning the opportunity to request a hearing regarding this  
permit. The City’s response must be postmarked no later than December 14,  
2024.

Responding to a question, Mr. Sheridan stated he would get more information on whether this was a new permit  
or an existing one.

Liquor Control concerning the opportunity to request a hearing regarding this  
permit. The City’s response must be postmarked no later than December 16,

Brief Description: Pursuant to Charter Section 5.04(a), a majority of City  
Council members must approve the City Manager’s recommendation to  
appoint an Assistant City Manager.

APPROPRIATIONS FOR THE CURRENT EXPENSES AND OTHER

YEAR ENDING DECEMBER 31, 2024 BY MAKING ADDITIONAL  
AND/OR AMENDED APPROPRIATIONS.  
Brief Description: This Ordinance will amend the 2024 budget for additional  
and/or amended appropriations as listed in the attached Exhibit A.

Brief Description: The City of Hudson provides certain health benefits  
(medical and prescription drug coverage) to regular full-time city employees.  
The attached legislation seeks Council’s authorization for the City Manager to  
enter into a contract with TrueRX to provide prescription drug administration  
for the period of January 1, 2025, through December 31, 2025.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER  
INTO A CONTRACT WITH MUTUAL HEALTH SERVICES (MHS)  
FOR CERTAIN HEALTH BENEFIT PLAN SERVICES; AND  
DECLARING AN EMERGENCY.  
Brief Description: The City of Hudson provides certain health benefits  
(medical and prescription drug coverage) to regular full-time city employees.  
The attached legislation seeks Council’s authorization for the City Manager to  
enter into a contract with Mutual Health Services (MHS) to provide claims  
administration for the period of January 1, 2025, through December 31, 2025.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER  
INTO A CONTRACT WITH BRM SPECIALTY FOR CERTAIN

Brief Description: The City of Hudson provides certain health benefits  
(medical and prescription drug coverage) to regular full-time city employees.  
The attached legislation seeks Council’s authorization for the City Manager to  
enter into a contract with BRM Specialty to provide stop loss insurance for the  
period of January 1, 2025, through December 31, 2025.

A RESOLUTION EXPRESSING THE INTENT OF THE CITY OF  
HUDSON IN 2025 TO SELL BY INTERNET AUCTION PERSONAL  
PROPERTY, INCLUDING MOTOR VEHICLES AND OTHER  
PROPERTY REFERENCED IN REVISED CODE §721.15 WHICH  
ARE NO LONGER NEEDED FOR PUBLIC USE OR ARE OBSOLETE  
OR UNFIT FOR THE USE FOR WHICH THEY WERE ACQUIRED.  
Brief Description: Staff is requesting permission to use govdeals.com and  
other similar services to dispose of unneeded, obsolete, or unfit equipment.  
This is a required annual renewal of agreement for Govdeals online auction  
services.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO  
PURCHASE EQUIPMENT, MATERIALS, SUPPLIES AND SERVICES  
FOR THE CITY’S PUBLIC UTILITY AND VELOCITY BROADBAND  
SERVICES OPERATIONS ON AN AS-NEEDED BASIS DURING THE  
YEAR 2025.  
Brief Description: This annual resolution requests permission allowing the  
Public Works Department to make purchases of equipment, materials,  
supplies and services in the operational area of the municipal utilities and  
Velocity Broadband service operation that will exceed $25,000 based on the  
2025 approved budget.

PROGRAMS AND ENTER INTO CONTRACTS FOR  
CONSTRUCTION MATERIALS, SUPPLIES, SERVICES, AND

Brief Description: This Resolution would authorize the  
advertisement, receipt of bids and award of contracts for capital items,  
services, equipment, and materials and supplies for Public Works  
operations as included in the approved 2025 Annual Budget.

AN ORDINANCE AMENDING CHAPTER 254 OF THE CODIFIED  
ORDINANCES ENTITLED “EMPLOYEE HANDBOOK AND  
PERSONNEL RULES”, AS INITIALLY ADOPTED AND AS  
SUBSEQUENTLY AMENDED FROM TIME TO TIME BY CITY  
COUNCIL.  
Brief Description: This ordinance authorizes amendments to the Employee  
Handbook and Personnel Rules, as approved by the Personnel Advisory and  
Appeals Board (PAAB) on September 30, 2024.

Councilmembers had questions about the take-home vehicle policy and the social media policy . There was  
consensus to move the ordinance from Consent to Legislation to allow more time for discussion .

ACCEPTING FOR FILING AND CONSIDERATION, REVIEW AND

RELATED ACTIVITIES IN THE CITY OF HUDSON; AND  
DECLARING AN EMERGENCY.  
Brief Description: A proposed resolution to extend a moratorium regarding  
marijuana related activities.

A.  
AN ORDINANCE AMENDING CHAPTERS 1205.09 AND 1205.11 OF  
THE LAND DEVELOPMENT CODE RELEVANT TO DISTRICT  
REGULATION SETBACKS FOR ADJACENT RESIDENTIAL  
PROPERTIES.  
Brief Description: Land Development Code Amendment to require uses  
within D6 and D8 that are adjacent to residentially used properties to be  
increased to match the setbacks required when such uses are adjacent to  
residentially zoned properties.

AN ORDINANCE AMENDING CHAPTER 1206.05 OF THE LAND  
DEVELOPMENT CODE RELEVANT TO NON-CONFORMING  
RESIDENTIAL USES.  
Brief Description: Land Development Code Amendment to provide greater  
ability of existing non-conforming residential properties to rebuild or expand  
an existing dwelling on an existing parcel.

A RESOLUTION ACCEPTING THE CITY MANAGER’S  
RECOMMENDATION NOT TO IMPLEMENT THE GROWTH  
MANAGEMENT RESIDENTIAL DEVELOPMENT ALLOCATION  
SYSTEM DURING CALENDAR YEAR 2025.  
Brief Description: The City is not removing the Growth Management  
Allocation System; however, because of no appreciable population change, the  
system would not be implemented for 2025.

AN ORDINANCE RELEASING THE RESERVATION STRIP WITHIN  
THE PINE TRAILS SUBDIVISION.  
Brief Description: Request to remove the reservation strip within the Pine  
Trails Subdivision to provide access to the abutting 18.16 acres which is no  
longer anticipated for extension of the subdivision.

AN ORDINANCE AMENDING SECTION 4, “STORM COLLECTION”  
AND SECTION 5, “STORM WATER MANAGEMENT,” OF  
CHAPTER 1419, “ENGINEERING STANDARDS FOR  
INFRASTRUCTURE CONSTRUCTION” OF THE BUILDING AND  
HOUSING CODE.  
Brief Description: The City of Hudson’s Engineering Standards Section 4 -  
Storm Collection and Section 5 - Storm Water Management were last updated  
in 2018. Staff would like to update these sections to reflect recommended  
higher storm water conveyance and flood mitigation standards and various  
changes due to industry standards that have changed since the last updates.
