Title

A RESOLUTION DECLARING IT NECESSARY TO RENEW THE EXISTING 2.9-MILL TAX LEVY FOR THE PURPOSE OF SUPPORTING THE FREE PUBLIC LIBRARY OF THE HUDSON LIBRARY AND HISTORICAL SOCIETY, AND REQUESTING THE SUMMIT COUNTY FISCAL OFFICER TO CERTIFY THE TOTAL CURRENT TAX VALUATION OF THE CITY AND THE DOLLAR AMOUNT OF REVENUE THAT WOULD BE GENERATED BY THAT LEVY.

Brief Description:  This resolution is a declaration of necessity that will allow the Library levy to be placed on the May 4, 2021 ballot.

Body

Legislative History:  for existing operating levy

Resolution No. 15-135, declaring it necessary to renew and increase by 0.6 mill an existing 2.3-mill tax levy for the purpose of supporting the free public library of the Hudson Library & Historical Society, and requesting the Summit County Fiscal Officer to certify the total current tax valuation of the city and the dollar amount of revenue that would be generated by that levy; passed Sept. 1, 2015.

Resolution No. 15-141, submitting to the electors of the city the question of the renewal and increase by 0.6 mill of an existing 2.3 mill tax levy for the purpose of supporting the free public library of the Hudson Library and Historical Society; passed Oct. 20, 2015.

Ballot Issue #4, passed by electors on March 15, 2016.

Purpose & Explanation

The Library made a presentation to City Council at the August 11, 2020, Council workshop explaining the need to renew the existing operating levy.  The Library does not have legal authority to place a levy on the ballot and has requested City Council do it on the Library’s behalf.

There are two separate resolutions required to be passed by Council.  The first is the resolution of necessity and requesting the County Fiscal Officer certify the estimated revenue from the levy; the second resolution (to follow at a later date) is to approve putting the levy on the ballot.
