Legislative History

Res No. 15-204 - Enter into an LPA Agreement; 12/15/2015
Res No. 17-8 - Enter into a Design Contract with OHM Advisors; 1/17/2017
Res No. 19-139 - Addendum to OHM Advisors contract; 10/1/2019

Purpose & Explanation

The project is partially funded by the Ohio Turnpike and Infrastructure Commission (OTIC) in the amount of $284,000 and will include the construction of a new, dry, storm water management pond.  The project is located on City-owned property on the north side of the Ohio Turnpike, south of Valley View Road and west of SR 91, adjacent to Brandywine Creek.  The grant funds are being administered by ODOT and therefore, the project design, bid and management must follow federal and state guidelines.  Project design is nearly completed, and environmental permitting is on-going.

The City design consultant, OHM Advisors, construction estimate for construction of the dry, detention pond project is $322,125.  The project costs will be split between the State (80%) and City (20%).    Any project costs over the $284,000 in state OTIC funding will be paid for by the City.  The estimated City cost for construction is estimated at $64,425 (20% x $322,125 = $64,425).

Construction of the project is scheduled for summer, 2020.   The City performed the tree clearing for the project under a separate contract prior to March 30, 2020, in order to meet the project’s environmental permitting requirements.

In addition, City staff will request Council permission to enter into a separate contract for the construction administration and inspection for the contract which is estimated at $40,000.   The construction administration contract is also eligible for OTIC funding at the 80/20 funding split.
