Executive Summary
This project will include: replacing the signal at SR 91/Clinton/Aurora Streets; milling and resurfacing on SR 91 from SR 303 to Clinton including full and partial depth repairs and paving to the ends of the returns; evaluating and replacing curbs as needed; evaluating water, sanitary and storm systems and replacing as needed; installation of actuated overhead cross walk signals at mid-block between Park Lane/Church Street and Clinton/Aurora Streets and at Park Lane and Church Street; replacing walks; replacing street trees & landscaping as needed; evaluating lighting and replacing as needed; and evaluating and replacing traffic control as needed (signage and striping)

Purpose & Explanation
ODOT has a process that allows local public agencies (LPA) to administer projects that use Federal funding vs. utilizing ODOT for this process. The process requires the LPA (the City of Hudson) to enter into an agreement with ODOT for this process.  The agreement requires the City of Hudson to follow the federal process for items such as, contracting invoices, using domestically made materials and the environmental clearance documents.  The LPA process allows for more local control in terms of cost and schedule.  There is no additional cost to the City for this service, but it will allow the City to control more of the project design and construction administration.
The City is responsible for 100% of the design and environmental fees.  The construction and right of way costs funding split is 80%/20% (Federal/City) with the maximum Federal expenditure being $476,000.00.  The City's estimated total expenditure is $220,000.  The surveying design and bid documents will be completed in 2013-14.  The project will be completed in 2015.  The limits of the project are SR 91 from SR 303 to Clinton and Aurora Street.

Suggested Action
It is recommended that City Council approve the resolution authorizing the City Manager to enter into an LPA agreement with ODOT for the SR 91 (N. Main Street) Downtown Corridor Improvements.  We are requesting that an emergency clause be added to the resolution in order to expedite the approvals as the project protecst the public welfare and safety.
