Executive Summary:   The City of Hudson received a grant from the Ohio EPA 2014 Surface Water Improvement fund for the North Main Street Demonstration project (Project No. 14SWIF-LEW-45) for storm and sidewalk improvements within the current ODOT/LPA SUM-91 Downtown Corridor Improvement Project (PID 93820/ LPA 25284).

Purpose & Explanation
The project grant is within the Brandywine Creek Watershed and will be used during the construction of the current ODOT/LPA SUM-91 Downtown Corridor Improvement Project (PID 93820/ LPA 25284).  
The City of Hudson applied to the Ohio EPA in April, 2014 to request financial assistance with the cost of the pervious sidewalk/downspout connections on the Downtown Corridor Project in Hudson.  
The grant will include the installation of 3,730 s.f. of pervious sidewalk (approximately 745 ft. of 5 ft. wide sidewalk) and the connection of 28 downspouts to the new collection system on the Downtown Corridor Project.
The City of Hudson's matching local share will be 20% of the estimated cost of construction of the improvements and any cost in excess of the grant for these improvements.  The local match will be requested in the 2015-16 budget.  The OEPA will provide 80% of the estimated cost of construction, which is $86,808.00.
Timing Considerations
The City Manager will enter into the agreement with the OEPA following City Council approval.

Recommendation
Suggested Action
Staff recommends City Council approve the authorization for the City Manager to enter into a grant agreement with the Ohio Environmental Protection Agency (Ohio EPA) for the North Main Street Demonstration Project Grant; and declaring an emergency measure necessary for the immediate preservation of the public health, safety and welfare and for the reason that it is necessary to enter into this agreement in order to maintain the ODOT project schedule for this project.
