Purpose & Explanation

The project will include the addition of left turn lanes at Valley View Road, Herrick Park Drive & Hines Hill Road, resurfacing of SR 91 from Brandywine Drive to Middleton Road, the installation of an eight-foot sidewalk on the east side of the road from Brandywine Drive to Middleton Road, and bike lanes on both sides of the road from Brandywine Drive to Middleton Road, crosswalk enhancements, storm system improvements and lighting upgrades.  The City of Akron is participating in the project with the construction of a new 16” water main between Herrick Park Drive and Middleton Road.

The current estimated costs of construction of the project is $5,159,809 of which $3,025,000 will be paid with ODOT funding and $639,879 will be paid by the City of Akron for the new water main installation.  The remainder is Hudson’s construction cost of $1,494,930.  The construction estimated cost includes a 6% contingency amount.  ($4,867,744.34 - base contract + $292,064.66 - 6% contingency). 

The City will also be responsible for administrative and inspection costs estimated at $450,000. Staff will return to Council for the construction administration and inspection contract.

The City of Hudson’s estimated total cost of this project is $ 1,944,930.39 ($1,494,930 construction +$450,000 admin/inspection) . 

The project is scheduled to be formally bid in April and roadway construction would begin in May 2020.  The construction duration will be approximately 12 months.

In addition to the major roadway contract, they City will need to bid out the tree clearing under a separate contract due to the tree clearing work needing to be performed before March 15th, in order to meet the environmental permitting for this project.  The estimated cost for tree clearing is $25,000, which is included in the construction cost estimate noted above.

The costs for property acquisitions and environmental impacts are not known at the onset of the project and are established during the final design of the project.  Along with the construction and administration/inspection costs noted above, there was a total of $147,350.00 in right-of-way acquisitions and $15,200.00 for environmental permitting.  The costs for the property acquisitions and environmental permitting were taken from the project budget and these costs will need offset via an appropriation.

Staff recommends that City Council approve this authorization for the City Manager to advertise, receive bids, and enter into a contract for the SR 91 N. Turn Lane Improvements Project.
