Title

Discussion:  Barlow Road Improvements and Barlow/Terex Road Intersection Improvements.

Executive Summary:   Thomas Sheridan, City Engineer, Christopher Papp, Assistant City Engineer and GPD Group will present details on the improvements to be made to Barlow Road and the intersection of Barlow/Terex for City Council discussion.

Body

Legislative History

15-68 - Enter into a design contract with GPD Group
15-0010 - Discussion regarding design options was held on January 27, 2015.

Purpose & Explanation

The City Administration would like to present to City Council the different design options with costs for the Barlow Road Improvements and the improvements at the intersection of Barlow/Terex.

Below is an outline for the discussion:

Terex Road & Barlow Road Alternative Study

Ø                     Existing conditions - LOS, accidents, geometry, structures in proximity

Ø                     Proposed alternatives

o                     Alternate A - roundabout, +/-‘s & cost

o                     Alternate B - realignment moving intersection SE, +/-‘s & cost

o                     Alternate C - realignment moving intersection W, +/-‘s & cost

o                     Alternate D - existing geometry, signal, +/-‘s & cost

Ø                     Alternate Impact Matrix-recommendation

Ø                     Additional considerations

o                     Metroparks overpass

o                     County bridges on Barlow and Terex

o                     Pedestrian/bike connection across intersection

Barlow Road Discussion

Ø                     Existing conditions -accidents, speeds, geometry, pavement condition, intersection inclusion

Ø                     Proposed Alternatives

o                     Alternate 1 - 11’ lanes with ½ ft. paved berms, no geometry improvements, +/-‘s & cost

o                     Alternate 2 - 11’ lanes with 1 ½ ft. paved berms, geometry improvements, +/-‘s & cost

o                     Alternate 3 - 12’ lanes with 1 ½ ft. paved berms, geometry improvements, +/-‘s & cost

o                     Alternate 4 - 12’ lanes + 1 ft. offset with curb, geometry improvements, +/-‘s & cost

Ø                     Alternative Summary - Recommendation

Ø                     Additional Considerations:

o                     Status of borrow site for RR fill

o                     Maintenance of traffic

o                     Coordination with RR owner

o                     Path and Walk width, type of material, limits

o                     Drainage/Swales

o                     Schedule

o                     Right of way impacts

o                     Tree impacts

o                     Traffic calming features

o                     Bike use - sharrows

Timing Considerations

Depending on which of the roadway options is approved by City Council, the administration will work to complete the final design.  Schedule will be dependent on which option is chosen.

Fiscal Impact

X                       Currently Budgeted ($2.3 million bond)

                                            Supplemental Appropriation Required

                       Appropriation Not Required.
