Purpose & Explanation

The proposed work consists of the removal and abatement of asbestos containing materials (ACM) from structures, demolition of 2 structures including the removal of foundations and pavements, removal and disposal of the demolition debris and below-ground utilities proximate to the structures, limited soils removal, abatement of environmental hazardous materials, abandoning utility services and restoration of grading and stabilization of the areas disturbed by the demolition activity at the former Windstream Site located at 94 and 100 Owen Brown Street.  The project may be bid to be completed in phases such that the work will be integrated with the Phase 2 Development and the sequence of the project development.

Engineers Estimate = $775,000

Timing Considerations

Following the review and approval of this Resolution by City Council, the Engineering Department will advertise in the local newspaper and receive bids for this project.  Staff will only return to Council if the bids received are in excess of 10% of the Engineer’s Estimate; otherwise the City Manager is authorized to enter into a contract with the lowest and best bidder.

Suggested Action

Staff recommends that Council approve this authorization for the City Manager to advertise, receive bids and award the demolition and remediation of the existing 94 & 100 former Owen Brown Street following the acquisition of all buildings.  We are requesting that an emergency clause be added to this project in order to allow the bidding to occur quickly and keep the project on schedule.
