Purpose & Explanation

The original alignment of the Veterans Trail Phase IV/Barlow Road Sidewalk project was entirely along the north side of the right-of-way of Barlow Road, from Terex Road east to SR 91 per the Connectivity Plan.  In late 2019 the Veterans Trail Phase IV/Barlow Road Sidewalk Project has had a second and final public input meeting.  The section of trail from Terex Road to Nicholson Drive was postponed due to resident feedback.  Since then, City staff has continued to evaluate an alternative alignment for the Veterans Trail Phase IV portion of the project through the Grace Presbyterian Church property located at 781 Terex Road and along the north side of Terex Road (back of properties fronting Barlow Road) to the MetroParks Hike & Bike Trail (see map attached).   

Veterans Trail Phase IV Re-Design Fee Analysis:
GPD Group designed the original plans for the Vet. Trail Ph IV/Barlow Road Sidewalk project.  The City negotiated the re-design, scope and fee with GPD Group over the last months and determined a fee of $85,565.00.  The negotiated fee is comparable with the design fee of other similar trail projects in Hudson.  The re-design fee includes surveying, stream/wetland delineation and permitting, trail design, drainage design, easement preparation, utility coordination and public meeting participation.

For this professional service contract, we are requesting a 10% contingency to handle any minor changes in the scope of services that may occur during the plan development. The 10% amount would be $8,556.50 for a total budget increase of $94,121.50.  For considerations in excess to this amount, staff will return to the City Council for any additional funds necessary to correct or adjust the situation. 

Staff will return to Council for permission to bid and award the construction of the Veterans Trail Phase IV Project and Barlow Sidewalk project likely next year.
