Executive Summary:  Members of the Environment Awareness Committee (EAC) and the PW Support Supervisor will present the results of the request for proposals for a City’s Preferred Refuse Hauler Contract or a City Single Refuse Hauler Contract.  In attendance will be Staff member Mrs. Sonya Mottram and EAC members Mr. Ed Resnick (EAC Chairman) and Mr. Jeff Wells.

 

PW staff and the EAC requests Council comment and support moving forward with this project in order to implement a citywide service and change Hudson City Ordinance to limit the number of days for residential refuse and recycling services.

Purpose & Explanation

The Environment Awareness Committee (EAC) previously presented a recommendation for a new refuse and recycling program in Hudson.  At the March 24, 2015 Council Workshop, Council members supported a preferred contractor refuse and recycling program.  At the July 28, 2015 workshop, the EAC presented the options for services requested in the Request for Proposals.  The City issued RFP’s in September and issued an Addendum RFP in November which included a single (exclusive) hauler pricing.  Four (4) RFP’s were received in December, 2015.

On January 4, 2016, The Environmental Awareness Committee agreed to recommend Republic Services as the City’s preferred refuse hauler or Kimble Companies as the City’s single hauler based on the quotes submitted for Council’s consideration.  Refer to the attached bid tab for all pricing.   Both recommended refuse haulers will adjust pricing at a maximum of 3% over the next two years of the three year contract.  Below are the rate comparisons as related to the current estimated average cost for a Hudson resident, based on 96 gal trash container and recycling service:

Republic Services and Kimble Companies submitted plans for a four (4) day operational pick-up which will be developed together with the City. 

Currently, Republic Services is the refuse and recycling hauler that the majority of Hudson residential households are using based on quarterly reports submitted by all refuse haulers.

Following the approval of Council, the Public Works Department will proceed with a recommendation of an approved contractor and revision to the current City Refuse Hauler Ordinance at the next available City Council Workshop. 

Timing Considerations

Based on Council direction staff will develop implementation schedules with contractor.

Suggested Action

Staff and the EAC members recommend City Council support their recommendation for a new preferred hauler or single (exclusive) hauler refuse and recycling program.

Staff and the EAC members will return to council with a contract award recommendation.
