Purpose & Explanation

This phase of the improvements to Barlow Road consists of new traffic signals at the intersection of Barlow Road and Terex Road (West).  This signal at this intersection was warranted in 2015 as part of the Barlow Road Engineering Design and the recommendation of the administration is to proceed with this signal in order to protect the public safety.  The project will replace the existing flashing overhead beacon/stop signs at this intersection with the new overhead mast arm, signal heads, controller cabinet, underground infrastructure and pavement marking.

The Engineer’s Estimate for the construction work is $150,000.

Timing Considerations

Following the approval of this resolution by the City Council, the Engineering Department will advertise in the local newspaper and receive bids.  Staff will only return to Council if the bids received are in excess of 10% of the Engineer’s Estimate; otherwise the City Manager is authorized to enter into a contract with the lowest and best bidder.  Staff is also requesting that a 10% contingency amount be added to the contract with the lowest and best bidder.

Fiscal Impact

                     X                       Currently Budgeted (Remaining Balance : $545,525.37)

                       Supplemental Appropriation Required

                       Appropriation Not Required.

Recommendation

Suggested Action

Staff recommends that City Council approve this authorization for the City Manager to advertise, receive bids and award to the lowest and best bidder for the Barlow Road and Terex Road (West) Signal Improvement Project.  We are requesting an emergency clause be added to this project in order to maintain the public health, safety and welfare.
