Title: A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH BLACK HORSE BRIDGE CONSTRUCTION, INC. Executive Summary: The project will involve the rehabilitation of the Brandywine Drive and Blackberry Drive bridges. The rehabilitation includes a poured concrete invert slab to increase hydraulic capacity and protect the bridge foundations, railing replacement, pavement and walk repairs. The Brandywine Drive Bridge will also be waterproofed which will require the pavement and walk to be replaced and closed to traffic during this phase of the construction. Both bridges will require minor sanitary sewer work.

Purpose & Explanation

Bids were received on July 28, 2015 for the SUM-Brandywine Drive and Blackberry Drive Bridge Rehabilitation over Brandywine Creek (PID 91974).  Below is the Engineer’s Estimate along with the respective bids.

Engineer’s Estimate: $782,322.00

Black Horse Bridge Construction, Inc.                     $847,316.00

The City Administration is requesting City Council approval to authorize the City Manager to award and enter into a contract with Black Horse Bridge Construction, Inc. for the SUM-Brandywine Drive and Blackberry Drive Bridge Rehabilitation over Brandywine Creek (PID 91974).  The Engineering Staff is requesting a 10% contingency for any unforeseen issues that may arise during construction.  The total amount would be $932,047.60.

Total Contract = $932,047.60 ($847,316.00-base + $84,731.60-contingency)

Also included in the bid were the following alternate substitution items that can be added at Council’s discretion:

1.                     Decorative Rock Channel Protection (RCP)(Bid $250/SY-$84,500.00), in lieu of standard RCP (Bid $100/SY-$33,800.00)- add $50,700.00 = $898,016.00

2.                     Sod - Staked (Bid $20.00/SY-$16,940), in lieu of seeding and mulching (Bid $14.00/SY-$4,718) - add $12,222.00 = $859,538.00

3.                     Sod - unstaked (Bid $18.00/SY-$3,600.00), in lieu of seeding and mulching (Bid $14.00/SY-$4,718.00)- deduct $1,118.00 = $846,198.00

Due to the project coming in over the Engineer’s estimate, staff is also requesting an appropriation in the amount of $162,396.60.  If Council would like to go with Alternates 1 and 2 then an appropriation in the amount of $231,610.80 would be needed.

Timing Considerations

Upon authorization to proceed by the City Council, the administration will award and enter into a contract with Black Horse Bridge Construction, Inc. for the above amounts.

Suggested Action

Staff recommends that City Council approve this Resolution authorizing the City Manager to award and enter into a contract with Black Horse Bridge Construction, Inc. and we are requesting an emergency clause be added to this legislation in order to maintain the public health and welfare.
