Executive Summary
This project will include: milling and resurfacing SR 91/Norton (including full and partial depth repairs and paving to the end of improvements); evaluating and replacing curbs as needed; evaluating storm and water system and replacing as needed; installation of sidewalk; signal improvements as needed to accommodate additional lanes and update ADA functionality at SR 91/Norton; improving pavement on all legs to required lane widths; evaluating all existing turn lane lengths; and adding additional turn lanes at the intersection as needed.

Purpose & Explanation
ODOT has a process that allows local public agencies (LPA) to administer projects that use Federal funding vs. utilizing ODOT for this process. The process requires the LPA (the City of Hudson) to enter into an agreement with ODOT for this process. The agreement requires the City of Hudson to follow the federal process for items such as, contracting invoices, using domestically made materials and the environmental clearance documents. The LPA process allows for more local control in terms of cost and schedule. There is no additional cost to the City for this service, but it will allow the City to control more of the project design and construction administration.
The City is responsible for 100% of the design and environmental fees. The construction and right of way costs funding split is 80%/20% (Federal/City) with the maximum Federal expenditure being $1,680,200.00. The City’s estimated total expenditure is $670,000.
