Legislative History
Council appointed the existing Downtown Redevelopment and Improvement Phase II Ad Hoc Committee on October 16, 2013.  Council authorized the Interim City Manager to enter into a planning consulting contract with Houseal Lavigne Associates (HLA) on May 21, 2014.  
Purpose & Explanation
At the Workshop of May 27 Council decided to establish a separate steering committee to oversee the update to the Comprehensive Plan and to model such a committee on one established for the same purpose in 2003 for the 2004 Comprehensive Plan update.
Timing Considerations
Staff and the HLA have agreed to contract terms and could begin work on the plan at any time. Council could announce that it is accepting applications for citizen members on June 4, accept applications until July 8, its workshop following recess, conduct interviews, and make appointments at the July 16 or August 6 meeting.  In the meantime staff will work with the boards and committees from which representatives will be appointed and with HLA on the first steps in the planning process.
