A RESOLUTION AUTHORIZING THE CITY MANAGER TO SOLICIT PROPOSALS, QUOTATIONS AND/OR COMPETITIVE BIDS FOR PROFESSIONAL SERVICES, LABOR, EQUIPMENT AND MATERIALS AND TO ENTER INTO CERTAIN CONTRACTS THEREFOR AND SUPPORTING THE MANAGER'S PURCHASE OF LABOR, EQUIPMENT AND MATERIALS WITHIN THE MANAGER'S PROCUREMENT LIMITS, ALL OF WHICH BEING NECESSARY FOR THE CITY'S BROADBAND PROJECT, PHASE I PILOT PROGRAM; AND DECLARING AN EMERGENCY.
Executive Summary: With the development of the City's Broadband Business and Implementation Plan, staff is now prepared to develop RFP's for goods and services and procure the necessary equipment and materials to begin to build the broadband system for the Phase I pilot program. Representatives from Magellan Consultants will be present at the June 2, 2015, Council meeting to answer questions.

Purpose & Explanation
Over the past several months, Magellan Consultants and City staff have been developing the City's Broadband Project Pilot Program. Staff is now prepared to secure continued professional services for Magellan Consultants, develop RFP's for project implementation goods and services, and procure the necessary materials and equipment to begin implementing Phase I of the Broadband Project.
Attached is a detailed cost sheet for your review indicating the items needed to move Phase I of the project forward.
Timing Considerations
Staff requests emergency legislation to expedite the approval process allowing procurement to be accomplished as soon as possible.
