Executive Summary:  Hudson Library has a 2.3 mill operating levy that will expire at the end of tax year 2015 (collection year 2016).  They are requesting City Council pass the required legislation to enable the Library to put a replacement levy on the ballot for vote on March 15, 2016.

Legislative History

In November 2011, the Library passed a 5 year, 2.3 mill operating levy.  Collections began in 2012 and will end in 2016.

Purpose & Explanation

The Library does not have legal authority to place a levy on the ballot and has requested City Council do it on the library’s behalf.  There are two separate resolutions required to be passed by Council.  The first is the resolution of necessity of the levy and requesting the county fiscal officer certify the estimated revenue from the levy; the second resolution is to approve putting the levy on the ballot.

Timing Considerations

Below is the tentative legislative schedule:

Tues Sep 15     Resolution of necessity - first reading

Tues Oct 6        Resolution of necessity - second reading

Tues Oct 20      Resolution of necessity - third reading (and passage)

Wed Oct 21      Certify resolution of necessity to Summit County Fiscal Officer

Tues Nov 3       Resolution to put the levy on the ballot - first reading

Tues Nov 17     Resolution to put the levy on the ballot - second reading

Tues Dec 1       Resolution to put the levy on the ballot - third reading (and passage)

Tues Dec 16     Due date for certification to Board of Elections (90 days prior to election day)

Tues Mar 15    Election Day

 

Fiscal Impact

No direct fiscal impact on the City.  The City acts as a conduit for the levy proceeds.

Staff recommends City Council consider passing the necessary legislation that will enable the Library to put the levy on the March 15, 2016 ballot.
