A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH ENVIRONMENTAL DESIGN GROUP FOR PROFESSIONAL SERVICES FOR THE PROJECT TO RELOCATE THE SCHOOL DISTRICT BUS GARAGE AND CITY SALT STORAGE STRUCTURES; AND DECLARING AN EMERGENCY.
Executive Summary: As part of the preparations for the downtown phase II project City staff has been actively at work on the relocation City facilities and the school bus garage from their current locations to the former Koberna property located at 5810 Hudson Drive. Staff received three (3) submittals for the projects initial professional services RFP and is now prepared to award the contract.

Purpose & Explanation
Staff received three (3) submittals in response to the bus garage / salt dome relocation project RFP. The initial professional services will include project limit soils analysis, needs assessments, preliminary designs, and project costs development. Submitted bids are as follows:
1. Environmental Design Group (EDG)... $47,355
2. Pelligra Architects.......................... $93,250
3. GPD Group....................................... $171,450
The relocation project team has conducted interviews with all three (3) bidders and has contacted the lowest bidder to confirm RFP understanding and has determined that Environmental Design Group is the lowest and best bidder.
Timing Considerations
The project team requests emergency legislation to expedite this work as it is associated with the Phase II downtown development project.
