A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A PROFESSIONAL SERVICES AND MITIGATION AGREEMENT WITH ENVIROSCIENCE FOR THE LOCATION OF THE PROPOSED SALT STORAGE STRUCTURE AND BUS GARAGE FACILITY (OLD "KOBERNA" PROPERTY); AND DECLARING AN EMERGENCY.
Executive Summary: The City is contracting with EnviroScience to develop a mitigation plan, manage the work through construction and monitor and modify the wetland mitigation site to make sure it reaches its intended goals. Attached is a current update and status of the overall project for review.

Purpose & Explanation
The former Koberna property is being developed by the City for the City's salt storage and Hudson School's bus garage. The existing site has wetlands and the development will disturb approximately 4 acres of wetlands. To mitigate the disturbance a condition of the US Army Corps of Engineers approval requires we build replacement wetlands, a permitted responsible approach to the mitigation. We are contracting with EnviroScience to develop the plan, manage the work through construction and monitor and modify the site to make sure it reaches its intended goals.
