Purpose & Explanation

Based on the expected workload within 2016 (4 ODOT Projects & Barlow Road Improvements), a request for inspection qualifications for this project was publicly advertised and we had four firms (CT, EDG, HR Gray and QCI Group) submit qualification proposals.  After evaluation of the qualifications and interviews with several consultants, QCI Group was selected to submit a fee proposal.  This process of quality based selection (QBS), is the approved method of consultant selection by the Ohio Department of Transportation (ODOT).  ODOT is the administrator of the federal funds being utilized for right of way and construction of this project.  To be eligible for the federal funds the City must follow the approved process for consultant selection.  The City negotiated with QCI Group and settled on a fee of $97,952, without contingency.

As with other construction contracts we are requesting a 10% contingency to handle any minor changes in the scope of services that occur during the course of the plan development.  For this contract the 10% amount would be $9,795.  For any considerations above this amount, staff would return to the City Council.

The estimated construction cost for this project was $782,322.  The bid was $847,316.  The construction funding is split 80%/20% (Federal/City) with the maximum federal expenditure of $600,000.  The Federal funding source is Ohio Municipal Bridge Funds.

Timing Considerations

The inspection agreement would be executed once the firm is approved by City Council.  The anticipated schedule of the construction improvements is 2016.

Fiscal Impact

                     X                       Supplemental Appropriation Required ($107,747.00)

                       Appropriation Not Required.

Recommendation

Suggested Action

Staff recommends that City Council pass this Resolution authorizing the City Manager to execute the contract for inspection services with a 10% contingency for the Brandywine Drive and Blackberry Drive Bridge Rehabilitation Project.  It is also recommended that this Resolution be passed as an emergency in order to complete the project within the ODOT scheduled for this project.
