Executive Summary:  This is the second of two pieces of legislation that Council is being requested to pass on behalf of the Library to allow their operating levy to be put on the March 15, 2016 ballot.

Legislative History

Resolution 15-135 was passed on September 1, 2015.  The Resolution was the declaration of necessity for the renewal and increase of the levy.

Purpose & Explanation

The Library’s 2.3 mill operating levy expires at the end of tax year 2015 (collection year 2016).  They are requesting Council approve legislation to allow a renewal and increase of 0.6 mill to be placed on the March 15, 2016 ballot.  This would bring the Library’s total operating levy to 2.9 mills. 

According to the Summit County Fiscal Office, the levy would generate an estimated $2,450,301 per year.

Timing Considerations

The due date for certification to the Board of Elections is December 16, 2015 (90 days prior to Election Day)

Staff recommends three readings of the legislation (September 15, October 6 and October 20) with anticipated passage on October 20.
