Resolution No. 15-78 authorizing the City Manager to solicit proposals for goods and services related the City broadband project.
Purpose & Explanation
The Velocity Broadband Team has evaluated three (3) potential softwares to manage broadband customer accounts and service provisioning (See below):

1. GLDS (for 2,500 Service locations)................... $117,415
(1yr. term/Annual cost-$31,020)

2. ETI (for 350 Service Locations)........................$273,701
(1yr. term/Annual cost-$25,836)

3. CHR Solutions (for 100 Service Locations)....$479,459
(1yr. term/Annual cost -$45,000)

Working with the City's broadband consulting firm, as well as conducting software reviews and product demonstrations, staff has determined that Great Lakes Data Systems (GLDS) meets the City's current and future broadband management needs at the best overall pricing. GLDS also offers a one (1) contract term allowing the City to renegotiate pricing and terms annually.
To begin the software implementation process staff is requesting $117,415 for the software purchase and $15,000 for the first portion of support services for a total cost of $132,415.

Timing Considerations
The Broadband team requests emergency legislation to expedite both the purchase and implementation of the broadband management software as soon as possible.
