Purpose & Explanation

This is a request to submit the following applications to AMATS for Federal Funding assistance for the following projects:

Existing Hudson STP Projects applying for additional R/W & Construction Funds:

1.                     SR 91 & Prospect Intersection Improvement Project

2.                     SR 91 North Turn Lanes Project

Proposed STP Projects:

3.                     SR 91 & SR 303 Intersection Improvements

4.                     SR 303 Downtown West Corridor Improvements

5.                     SR 91 South Corridor Improvements

6.                     Hudson Drive and Terex Road W. Intersection Improvements

7.                     Terex and Barlow Road W. Intersection Improvements

8.                     SR 303 and Stow Road Intersection Improvements

9.                     SR 91 and Middleton Road Intersection Improvements

10.                     Norton Road Corridor Improvements

11.                     Seasons Road Corridor Improvements

Proposed RESURFACING Projects:

1.                     Seasons Road Resurfacing Project

2.                     Boston Mills Road Resurfacing Project

3.                     Hudson-Aurora Road Resurfacing Projects (2 separate projects)

4.                     Ravenna St. (Hayden to Stow) Resurfacing Project

5.                     Middleton Road (SR 91 to Valley View) Resurfacing Project

The right-of-way acquisition & construction cost funding will be split 80%/20% (Federal/City).  The City of Hudson will be required to perform all engineering, any other misc. improvement costs at 100% local funds. (See attachment for a cost summary.)

Timing Considerations

Following the approval of City Council, this legislation will be submitted to AMATS with the individual project applications. If any of these projects are approved for funding by AMATS, these projects would be funded starting in 2021-2022, depending on the available funds.

Recommendation

Suggested Action

Staff recommends that City Council approve this legislation authorizing the City to apply for the Federal Funding with AMATS for the above Program.  This Resolution is hereby declared to be an emergency measure necessary for the immediate preservation of the public peach, health, safety, convenience and welfare of the City of Hudson and the inhabitants thereof, for the reason that it is to apply for this funding by November 6, 2015 and Resolution by December 4, 2015.
