Staff believes there is now consensus among the downtown stakeholders as to an acceptable parking plan. Staff wishes to now make the necessary code amendments to implement the parking plan.

Purpose & Explanation
Per consensus of the downtown merchants and business owners, staff is proposing changes to the existing traffic code, increasing the number of parking areas downtown which currently have two (2) hour parking. A map of the proposed two (2) hour parking areas has been attached for review and discussion purposes. As a note, currently the on-street parking spaces located on North Main Street from Park Lane to Owen Brown Street are already legislated as two (2) hour parking.
In the process of reviewing the parking sections of the code staff also identified a number of housekeeping items that will be resolved as part of the requested amendments. Please see attached amended tables for explanations referring to 1-hour, 2-hour, and 3-hour parking times, as well as parking prohibited in designated places.
Timing Considerations
With the downtown Phase II and relocation of the salt dome and bus garage projects moving forward and the Main Street restoration project in progress, staff recommends emergency legislation.
