Executive Summary: In preparation for the Downtown Phase II project, staff is prepared to make a recommendation to award the final design and professional services contract for the relocation of the school bus garage and the City salt dome.

Purpose & Explanation
As a component of the Downtown Phase II Project, City staff has been planning for the relocation of the school bus garage and the Public Works salt dome structure from their current locations on Morse Rd. and Owen Brown Street to City owned property located at 5810 Hudson Drive (the former Koberna Property).
The relocation project team developed a project RFP and solicited five (5) qualified firms for final design a professional services. Staff has received three (3) proposal responses which include not-to-exceed service fees:
1. Environmental Design Group -- $424,953
2. GPD Group --------------------------- $435,150
3. M/S Consultants--------------------- $637,698
Services include but are not limited to the following:
1. Design development services
2. Detailed construction documents
3. Bidding and construction management
All three firms are qualified for this project. Environmental Design Group (EDG) has done many City of Hudson projects throughout the years and has provided high performance standards and professional services. EDG has also shown past experience in municipal projects. Staff recommends EDG as the lowest and best bidder.
Timing Considerations
Staff requests emergency legislation to expedite design contracts and proceed with the project as soon as possible.
