Purpose & Explanation

Bids were received on November 1, 2016.  Below is the Engineer’s Estimate along with the respective bids.

Engineer’s Estimate: $1,164,293.00

Liberta Construction                     $848,567.60
M. Campbell Contracting, LLC
                     $1,065,184.25
S.E.T., Inc.
                     $1,078,182.00

Two additional bids were also received, but were found to be non-responsive due to not meeting the ODOT (Ohio Department of Transportation) DBE (Disadvantaged Business Enterprise) requirement.

The bid package also included 3 signal related in-lieu of items.  Staff is recommending the award of all 3 in-lieu of items, as they provide consistent equipment, bringing the total bid to $858,123.60.

The City Administration is requesting City Council approval to authorize the City Manager to award and enter into a contract with Liberta Construction.  The Engineering Staff is requesting a 10% contingency for any unforeseen issues that may arise during construction.  The total amount would be $943,935.96.

Total Contract = $943,935.96 ($848,567.60-base + $9,556.00-in-lieu of items + $85,812.36-contingency)

$943,935.96                     Total Cost
$686,498.88
80% ODOT/Federal Funds (80% of base and in-lieu of items)
$257,437.08
20% Local Funds (20% of base and in-lieu of items + contingency)

Timing Considerations

Upon authorization to proceed by the City Council, the administration will award and enter into a contract with Liberta Construction for the above amounts for construction in the spring/summer of 2017.

Fiscal Impact

                     X                       Currently Budgeted (2017 budget - $260,000 (City 20%), $1.2 million (Fed. Funds available))

                       Supplemental Appropriation Required

                       Appropriation Not Required.
