15-204: Authorization for City to enter into Lead Public Agency (LPA) with ODOT

Purpose & Explanation

This project is partially being funded via a grant from the Turnpike Mitigation Program which received funding in the spring, 2015. 

 

A request for design qualifications for this project was publicly advertised and the City had three (3) engineering design firms submit proposals including: MS Consultants Inc., GPD Group, and OHM Advisors.

After a thorough evaluation of the qualifications and proposals, OHM Advisors was selected to submit a fee proposal.  This process, or quality based selection (QBS), is the approved method of consultant selection by the Ohio Department of Transportation (ODOT).  ODOT is the administrator of the state Turnpike funds being utilized for right of way and construction of this project.  To be eligible for the federal funds the City must follow the approved process for consultant selection. The City Engineering Department negotiated a design fee of $36,000. 

The major fee elements for this final phase of study and design are as follows:

As with other professional services contracts we are requesting a 10% contingency to handle any minor changes in the scope of services that may occur during the course of the final plan development.  For this contract, the 10% amount would be $3,600.  For considerations in excess to this amount, we will return to the City Council for any additional funds necessary to correct or adjust the situation.

This project is partially being funded via a grant from the Turnpike Mitigation Program which received funding in the spring, 2015.  The construction and right-of-way cost funding are split 80%/20% (State/City).  The state grant amount is $284,000 which is 80% of the total estimated project cost of $355,000.  City is responsible for all costs above the grant amount.

 

Timing Considerations

Staff will enter into a contract with OHM Advisors to begin the final phase of design immediately after Council has provided authorization.  The anticipated schedule for the completion of the construction of the improvements is 2019.

Staff recommends City Council approve this resolution authorizing the City Manager to enter into a professional services contract with the OHM Advisors for the design and associated professional services for the Valley View Storm Water Pond project in the not-to-exceed amount of $39,600 which includes a 10% contingency.
