Purpose & Explanation
The City Administration is requesting a comprehensive parking study of the Downtown Business District, including the historic N. Main St. area; the existing 1st and Main district; and the proposed downtown phase 2 area.

This study will evaluate the existing parking infrastructure elements within the business district, including but not limited to: Walking and parking patterns of merchant employees and customers, need for a parking deck and size, parking space needs in Phase 2, metered vs. unpaid parking, enforcement and signage, wayfinding signage, innovations in parking technology that would make parking availability more efficient, utilizing green and existing parking lots to reduce the need for parking areas through agreements, and make recommendations and provide cost analysis as required.

The City Administration requested qualification proposals from various parking consultants and after the a thorough review of the proposal and interviews by the City we are recommending Walker Parking Consultants, located in Ann Arbor, Michigan for a base fee of $46,404.00 with a 15% contingency for a total not to exceed cost of $53,364.60.

Timing Considerations
The consultant will begin the study immediately after Council has provided authorization. The anticipated schedule for the completion of the study is the February, 2018.
