Res. No. 16-119; authorized provision of matching funds if a "Connecting Communities" Planning Grant is awarded by AMATS for the preliminary design of Veterans Trail - Downtown Phase; passed July 19, 2016.
By separate Resolution, Council action is also necessary to accept a $500,000 grant, which was recently awarded by AMATS.
Purpose & Explanation
The Veterans Trail Downtown Phase Greenway Concept Plan was funded with an AMATS Connecting Communities Grant. The Team of OHM Advisors and WSP were selected to complete the plan. The consultant team studied the possible routing for the extension of Veterans Trail downtown to create a continuous multi-purpose path through the community. Numerous routing options, along with the site constraints of the SR 303 and SR 91 rail underpasses, were studied to determine viable routes. The consultant team along with City Staff conducted a half day stakeholder workshop, steering committee meetings, and an open house.
The concept plan proposes a routing from Owen Brown Street south along Brandywine Creek to State Route 303, then east along SR 303 and south along SR 91, through the existing rail underpass and into Veterans Park. This routing provides reduced impact to private property, allows for a highly visible trail/streetscape, and could be targeted for funding as part of future roadway projects in additional trail grants.
