Title: A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A CHANGE ORDER TO THE CONTRACT WITH RONYAK PAVING, INC. UNDER THE 2018 ASPHALT RESURFACING PROGRAM; AND DECLARING AN EMERGENCY. Executive Summary: At the Council retreat that was held on January 20, 2018, Council directed staff to add an additional $500,000 in alternate overlay and resurfacing roads to the current 2018 Asphalt Resurfacing Program. Following the retreat staff determined that the City of Akron is planning to repair the waterline on Middleton Road in 2018. Therefore, staff is recommending Council approve only an additional $400,000 to perform the additional concrete overlays to the Ronyak Contract in order to retain a portion of the needed funds later this year for the resurfacing of Middleton Road following the waterline construction by Akron. Purpose & Explanation
During 2017, City Council wanted to spend additional funds on the road program. The request was primarily directed toward increasing the amount of funding for concrete road asphalt overlays. Overlaying asphalt on concrete roads that are in need of repair would significantly reduce future maintenance and replacement costs and increase the citywide pavement condition rating (PCR).

Staff requested we wait until after the 2017 year-end to determine how much of the carryover General Fund balance could be added to the 2018 road program.

The current 2018 budget includes $1,100,000 for asphalt road resurfacing and $200,000 for concrete road overlays. Our recommendation is to add $400,000 of the General Fund overage to the overall road program for the alternate list of concrete...
