Body

Legislative History:   2020 Dispatch Upgrade Project

Resolution No. 19-162, authorizing the City Manager to enter into a Purchase Agreement with Motorola Solutions, Inc. for the purchase of a police/dispatch radio console system; passed November 19, 2019.

Resolution No. 19-163, authorizing a hosted 911 solution Lease Agreement with AT&T; passed November 19, 2019.

Resolution No. 19-164, authorizing a dedicated leased circuit Lease Agreement with AT&T; passed November 19, 2019.

Resolution No. 19-165, authorizing a Memorandum of Understanding with Bath for rollover 911 services; passed November 19, 2019.

Purpose and Explanation

The microwave system currently requested by the Police Department, as part of the implementation of the larger Public Safety Answering Point (PSAP; i.e. 911 call taking and dispatch center) upgrade strategy initially approved in November of 2019, is a critical part of this PSAP Modernization Project in that the microwave system allows the new dispatch radio consoles to connect the Hudson Police Department dispatch center to the core of the Summit County Akron 800 MHz Regional Radio System (SCA8RRS) / State of Ohio MARCS radio network. Utilizing existing fiber from Velocity Broadband between the Police Department and the water tower on Milford Drive behind Acme, one half of the microwave system will be installed on the north leg and will be pointed directly to the Summit County tower site on Chamberlain Road in Twinsburg, where the other half of the microwave system will be located. These two microwave nodes will provide a highly secure, low latency, point-to-point, dedicated link between those two sites connecting Hudson to the Summit County SCA8RRS / Ohio MARCS systems operating within the FCC licensed radio spectrum. The county / state Motorola Solutions Inc. radio systems do not support an internet-based VPN type link from dispatch centers. A direct connection is a required component of the entire project, and B&C Communications will be the primary vendor, just as they are for the other parts of this project. B&C Communications completed a very similar project for the City of Twinsburg when they recently updated their dispatch center. B&C Communications is the vendor of choice, as well as authorized Motorola Service Center Service Elite Specialist, and will support and maintain other parts of our public safety answering point including 911 systems, dispatch consoles, radios, and other equipment.
