Title
A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN ADDENDUM TO A PROFESSIONAL SERVICES CONTRACT WITH GPD GROUP FOR ADDITIONAL CONSULTING SERVICES FOR PHASE IV OF THE VETERANS TRAIL PROJECT; AND DECLARING AN EMERGENCY.
Executive Summary: This Resolution would authorize an increase of $95,085.00 to redesign the pathway to the Ohio Dept. of Natural Resources standards including storm sewer ditch elimination and temporary and permanent property acquisition design work above the original design contract with GPD GROUP from 2015 in the amount of $323,641.
Body
Legislative History
15-68 - Authorized a Contract with GPD Group for Engineering Design Services for the Barlow Road Improvement Contract.
18-9 - Accepted ODNR Grant
Purpose & Explanation
The City of Hudson received a grant from ODNR for $500,000 to construct an asphalt pathway along the north side of Barlow Road from the Summit County Metro Trail at Terex Road, east to Ellsworth Golf Course. The pathway will connect to the Veterans Trail Phase 3 project which is also under design for construction in 2019 and is partially funded by the Akron Metropolitan Area Transportation Study (AMATS = $500,000). The ODNR Grant requires that the project be constructed with an 8 ft. wide asphalt pathway within 15-months of authorization (July, 2018) and in order to expedite this redesign work, we are asking for this addendum to the GPD Group original contract to design to the ODNR design criteria and to meet the ODNR timeline and specifications.
Estimated cost of construction for this pathway = $900,000.
Timing Considerations
Staff asks Council to act on the Resolution as soon as it is able in order to complete the construction within the 15-month time frame as required by ODNR.
Fiscal Impact
Currently Budgeted
X Supplemental Appropriation Required (To be included in Quarterly Appropriations)
Appropriation Not Required.
Recommendation
Suggested Action
Staff recommends Council authorize the increase in the contract for GPD Group and in order to preserve the health and welfare of the public, we are requesting an emergency clause be added to this in order to stay on schedule with the design of Veterans Trail, Phase 4 and the ODNR schedule.
