Executive Summary  As part of the preparations for the Downtown Phase II project the former Hudson Public Power Facilities, Hudson City Schools Bus Garage and the City’s salt storage will need to be relocated.  The new City salt storage structure and Hudson City Schools bus garage will be constructed at 5778 Hudson Drive (former Koberna Property).

Purpose & Explanation

The proposed work consists of a salt storage facility and a school bus garage facility.

Salt Storage Facility
The salt storage facility is composed of a 9,800 square foot building storing approximately 4,000 tons of salt, 10,000 gallons of brine storage and includes a small single person restroom and storage room.  The facility also includes 4 parking spaces and circulation pavement. 

School Bus Garage
The school bus garage building is approximately 9,900 square feet.  It includes 4 pull through service bays, service storage areas with office and restroom/locker-shower areas, service mezzanine storage area, meeting/break area to accommodate 72 occupants, dispatch area, training room, restrooms and mechanical space.  The site also includes 91 automobile and 70 bus parking spaces, circulation pavement and refuse storage.  The north edge of the bus garage includes an earth mound to address sound concerns.

Both facilities will include storm water quality and quantity management, security fencing and gates, site lighting, and buffer landscaping.   The entry/exit drive shall be right-in/right out.  No improvements are required to the offsite road network with the exception of some timing changes and minor improvements to the signal at Hudson Drive and Terex Road.

Estimated cost: $6,000,000

Timing Considerations

Following the review and approval of this Resolution by City Council, the Engineering Department will advertise in the local newspaper and receive bids for this project.  Staff will only return to Council if the bids received are in excess of 10% of the Engineer’s Estimate; otherwise the City Manager is authorized to enter into a contract with the lowest and best bidder.

Suggested Action

Staff recommends that Council approve this authorization for the City Manager to advertise, receive bids and award the construction of a new Hudson bus garage and City salt storage structure at 5778 Hudson Drive (former Koberna Property).  We are requesting and emergency clause be added to this project in order to allow the bidding to occur quickly and keep the project on schedule.
