A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR THE NORTH MAIN STREET - DOWNTOWN CORRIDOR IMPROVEMENTS SUM-91-14.67 PROJECT (ODOT PID 93820) AND THE PROCUREMENT OF SIGNAL POLES IN THE CITY OF HUDSON, OHIO; AND DECLARING AN EMERGENCY.

Executive Summary:   This project consists of the reconstruction of the N. Main Street (SR 91) from Streetsboro Street (SR 303) to Owen Brown Street.  The project also includes the replacement of the waterline, pervious pavers, stamped colored concrete walks, lighting, retaining wall, a new traffic signal at N. Main Street and Clinton/Aurora Streets, street trees, storm sewer work and other streetscape improvements.

Purpose & Explanation

The current project includes: replacing the signal at Main Street (SR 91) and Clinton and Aurora Streets; full depth pavement replacement on Main Street (SR 91) from Streetsboro Street (SR 303) to Owen Brown Street including pavement replacement of side street pavement to tie in the new profile; replacing curbs and resetting some sandstone curbs; replacing waterline (circa 1912); replacing and adding portions of storm sewer.  Installation of actuated cross walk signals at: mid-block between Church Street and Aurora Streets; replacing walks with stamped and dyed  concrete walks  from Streetsboro Street (SR 303) to Owen Brown Street, with pervious pavers, street trees, benches, landscaping and other miscellaneous hardscape items, pedestrian and Cobra lighting with LED lights; creating a new walk on the east side of Main Street from Streetsboro Street to midblock cross walk; and updating, and replacing traffic control devices (signal, signage and striping). 

 

As this project falls within a commercial area of Hudson, an emphasis has been placed on minimizing impacts to the adjacent businesses, pedestrians and vehicular traffic during construction.  Extensive maintenance of traffic plans including provisions to keep walk and entrances open, night work, signage, detailed sequences of construction have been developed to minimize impacts.

 

We are separately bidding the signal poles to improve lead time for those items and reduce their impact on the project schedule.

 

This project is highly visible and has a significant impact on the community.  As such the contractor will be meeting several times with the public/businesses throughout the construction to gather input and refine the construction process as the project progresses through construction.

 

The project includes no permanent or temporary right-of-way takes.

The project has funding from ODOT Surface Transportation Program (STP) through AMATS up to a maximum of $1,537,400 at the 20/80 match.  Additionally, we have an OEPA Surface Water Improvement Fund (SWIF) grant for the pervious pavers portion of the project up to $86,808.

Total Estimated Construction Cost = $2,884,401.00

Total Funding = $1,537,400+$86,808+$450,000+$365,000+$509,000 = $2,948,208.00

Timing Considerations

Following the approval of this resolution by the City Council, the Engineering Department will advertise in the local newspaper and receive bids for the project.  Following the bid review we will return to City Council to Award the contract.

Suggested Action

Staff recommends that City Council approve this authorization for the City Manager to advertise and receive bids for two items: 1.)  the N. Main St. - Downtown Corridor Improvements SUM-91-14.67 Project (ODOT PID 93820) and 2.)  The procurement of signal poles for the same project.  We are requesting an emergency clause be added to this project in order to work within the ODOT schedule for this project.
