Executive Summary: This project consists of widening Barlow Road from Terex Road to Darrow Road (SR 91) (Phase 1). The widening at the Railroad will be completed later in 2016. Phase 2 includes new curbed pavement and improved geometrics at the rail crossing to be bid at a later date.

Purpose & Explanation
The current project includes the widening of Barlow Road from Terex Road to Darrow Road (SR 91) (Phase 1). The existing pavement is approximately 19 feet wide and the proposed pavement will be 23 feet edge to edge of pavement. The widening at the railroad will be completed later in 2016. Phase 2 includes new curbed pavement and improved geometrics at the rail crossing to be bid at a later date. Phases 3 and 4 include the signal at Terex and Barlow Roads and walk/Path along Barlow Road, respectively.
The project is being bid as a traditional widening and an alternate pavement approach to include a full depth pavement reclamation. The project also includes pavement markings, signage and minor drainage work. Local traffic will be maintained during the construction, one-way (westbound) on one lane. Thru truck and eastbound traffic will be maintained via detour on Terex and Darrow Roads.
Total Funding = $2,300,000 (includes resurfacing/widening, railroad work, and sidewalk)
Timing Considerations
Following the approval of this resolution by the City Council, the Engineering Department will advertise in the local newspaper and receive bids. Staff will only return to Council if the bids received are in excess of 10% of the Engineer’s Estimate; otherwise the City Manager is authorized to enter into a contract with the lowest and best bidder.

Suggested Action
Staff recommends that City Council approve this authorization for the City Manager to advertise, receive bids and award to the lowest and best bidder for the Barlow Road Widening Project (Phase 1). We are requesting an emergency clause be added to this project in order maintain the public health and welfare.
