Executive Summary
This project will include: milling and resurfacing SR 91 from the Ohio Turnpike Bridge to Hines Hill Road including full and partial depth repairs and paving to end of returns; the potential addition of left turn lanes (if warranted) at the following intersections: Valleyview Road, Herrick Park Drive, Hines Hill Road; evaluating and placing curbs as determined; evaluating sight distances and intersection angles; evaluating the storm system and replace as needed/determined; evaluating utilities and adjust as needed; evaluating and remedying shoulder heaving; creating walk on one side for the SR 91 in project area; adding bike lanes on both sides for the project area; adding ADA ramps at all intersections with walk; adding LED street lighting to project area; and evaluating and replacing traffic control as needed (signage and striping).

Purpose & Explanation
ODOT has a process that allows local public agencies (LPA) to administer projects that use Federal funding vs. utilizing ODOT for this process. The process requires the LPA (the City of Hudson) to enter into an agreement with ODOT for this process. The agreement requires the City of Hudson to follow the federal process for items such as, contracting invoices, using domestically made materials and the environmental clearance documents. The LPA process allows for more local control in terms of cost and schedule. There is no additional cost to the City for this service, but it will allow the City to control more of the project design and construction administration.
