Purpose & Explanation
The City has been using ESRI to run our GIS system for over 12 years.  Our GIS system is a tremendous asset and gets extensive use by City staff and contractors as well as the general public.  ESRI is the industry leader in GIS mapping software and the exclusive provider so there is no requirement for competitive bidding.
The price they have offered is the same as it's been for the past three years.  This agreement allows for an unlimited number of users which saves at least $15,000 per year versus purchasing individual licenses.  Purchasing an unlimited number of licenses gives all staff the ability to access the information.
We have attached the letter and quote sent to Paul Leedham, GIS Manager that gives further details.
Timing Considerations
The vendor has requested payment the first week of February, therefore staff is requesting passage of the resolution with emergency language.
