A RESOLUTION AUTHORIZING A CONTRACT FOR A SMALL UTILITY ENTERPRISE LICENSING AGREEMENT WITH ENVIRONMENTAL SYSTEMS RESEARCH INSTITUTE, INC. (ESRI) FOR A GEOGRAPHIC INFORMATION SYSTEM (GIS) PROGRAM.
Brief Description: This legislation will extend our existing small utility ELA with ESRI allowing the City to continue using ESRI’s GIS mapping suite to manage the City’s GIS program. The term of the contract is three years at a total cost of $31,500 ($10,500 per year).

Purpose & Explanation
The City has been using ESRI to run our GIS system for over 18 years. Our GIS system is a tremendous asset and gets extensive use by City staff and contractors, as well as the general public. ESRI is the industry leader in GIS mapping software and the exclusive provider so there is no requirement for competitive bidding.
The price they have offered is the same as it’s been for the past six years. This agreement allows for an unlimited number of users which saves at least $15,000 per year versus purchasing individual licenses. Purchasing an unlimited number of licenses gives all staff the ability to access the information.

Timing Considerations
This Resolution will be effective 30 days after passage.
