Executive Summary: The existing Arcadis engineering contract will be modified to add $27,500 for the necessary engineering and design modifications to the current ODOT/LPA improvement plans in order to reduce the improvements due to the future 1st and Main Phase 2 project that is anticipated within the next 5 years.

Purpose & Explanation
The City of Hudson has received a surface transportation program grant (STP) from the Akron Metropolitan Area Transportation Study (AMATS) in 2011. There has been two separate engineering studies and the Ohio Department of Transportation (ODOT) has reviewed the current and future (based on 20 year traffic volume projections) traffic needs for this area and no additional lanes have been warranted. ODOT will generally not accept traffic studies based on 'future' development. The current Engineer's Estimate for the construction cost is $700,000.
With the pending 1st and Main Phase 2 project that is to be constructed within approximately the next 5 years, these engineering design modifications are necessary in order to reduce the current design improvements for this project with ODOT, since the future downtown development will most likely impact this intersection due to its proximity with the development. The Engineering Department has discussed this future downtown development with ODOT and they will not permit current grant money to be used for 'future' improvements at this time. Therefore, the City decided to reduce the current design improvement, which will allow the City to utilize as much of the grant funds and maintain the project schedule with ODOT without having to remove large amounts of new improvements when the future downtown development is completed and maintain the project construction schedule with ODOT for 2015. The traffic signal poles will be installed at locations that will not be affected by the future improvements, the current asphalt roadway will be improved, with full-depth repairs and then resurfaced within this area of the grant limits; the sidewalk, concrete curb and storm sewer improvements will be reduced with this redesign, since most of this construction will be impacted by any future downtown improvements.
Timing Considerations
The redesign will begin once the contract is approved by City Council. The anticipated construction of these intersection improvements will be in the spring/summer of 2015.

Suggested Action
Staff recommends that City Council approve the recommended resolution authorizing the City Manager to enter into a contract with Arcadis for the modifications to the design fee for the SR 91/Prospect Street Intersection Improvement Project. The City staff is also requesting that an emergency clause be added to the legislation in order to protect the public welfare and safety.
