Purpose & Explanation
Based on the expected workload within 2016 (4 ODOT Projects & Barlow Road Improvements), a request for inspection qualifications for this project was publicly advertised and we had four firms (CT, EDG, HR Gray and QCI Group) submit qualification proposals. After evaluation of the qualifications and interviews with several consultants, QCI Group was selected to submit a fee proposal. This process of quality based selection (QBS), is the approved method of consultant selection by the Ohio Department of Transportation (ODOT). ODOT is the administrator of the federal funds being utilized for right of way and construction of this project. To be eligible for the federal funds the City must follow the approved process for consultant selection. The City negotiated with QCI Group and settled on a fee of $97,952, without contingency.
As with other construction contracts we are requesting a 10% contingency to handle any minor changes in the scope of services that occur during the course of the plan development. For this contract the 10% amount would be $9,795. For any considerations above this amount, staff would return to the City Council....
